I think I saw some discussion of this awhile back, but for the life of me can't find or remember. Anyway, here's the thing:

Went out to plow a little snow for the first time this winter. 3130HST started up fine in 30-degree tempeerature. warmed up fine. raised and lowered all implements with no problem. however, when I started to ease forward or back, it would go a few feet, just four or five and then shut down unless if let off on pedal. let it die once or twice and it started up fine. rpms don't seem to matter. haven't done anything special with fuel since winter here has been so mild and haven't really used the tractor for several weeks. I did start it up and move from place to place a couple of times, most recently about a week ago.

It almost feels like some kind of governor is shutting it down. (I can hear a click that seems to be coming from some sort of switch under the hood on the right side, where the fuel filter is.)

Any ideas?

There is a fuel shutoff selenoid on the fuel pump that can or will click when turned on and off.
If you hear a click in that area when the machine is shutting down I would check for a bad wire/power conection going to the shutdown selenoid.
I believe the 3130 also has a seat switch that can shut it down when you get off the seat. It may need adjusted.
You may want to look into these 2 things first.

I just noticed you mentioned the tractor stays running if you leave off the hydro peddle.
Check your seat switch, I betting for some reason its not working correctly.. ....

Bingo, DK35!

Your diagnosis was right on target. Fortunately, I didn't HAVE to use the tractor the other day when it was shutting down during a brief but heavy snow storm and didn't get back to it until today. I very, very gingerly opereated the hydro pedal by hand while standing beside the machine and got exactly the same result: a clicking switch and shutdown. When I got in the seat and tried it, everything was fine. I'm thinking I probably had some snow packed up under the seat somehow that was interferring with the switch. ....
